Parish Council Minutes - September 2011

Minutes of the Threlkeld Parish Council Meeting held in the Village Hall on Tuesday 20b>th September at 7.30pm.

Present: Carolyn Cripps chaired the meeting, with Guy Duxbury, Les Dalzell, Trevor Roberts. & Roger Bragg. There were no members of the public present.

1. Apologies

  • Cllr Tim Foster, Cllr Lorraine Baxter, Cllr Donald Angus & David Huxley.

2. Minutes

  • The minutes of the Council meeting held on 26th July 2011 were agreed, signed and initialled as a true record.

3. Declarations of Interest

  • None

4. Members of Public to Speak if present

  • No members of the public present

5. Kiln Howe – Big Lottery Grant

  • Application has been submitted, we should know the outcome prior to the next meeting.

6. Kiln Howe Upkeep & Grass Cutting

  • Councillors agreed that Mark Hill was doing a good job of maintaining Kiln Howe. It was suggested that a Councillor meet with Mark Hill (or representative) when they are next in the village. Clerk to email to arrange this.

7. Ground Rent

  • Annual rents - All Received
  • Tile Kiln Field – No tenancy received from PF & K. Clerk to chase P F & K on this matter.

8. Queens Jubilee

  • Cllr Trevor Roberts reported back on the decision last meeting to put this idea forward to the Derwent 7 Group. Derwent 7 agreed it was a good idea, and suggested Latrigg as a possible site. Clerk to email Derwent 7 to state TPC support this and will help as we can.

9. Draft Budget

  • The draft budget was discussed. IT was decided that the Precept needs reviewed in January. Clerk to distribute an updated budget, with actual and forecast figures prior to each meeting.

10. Toilets

  • The actual costs for 2009 / 2010, and the budgeted costs for 2011 / 2012 received from EDC were discussed. It was decided to ask EDC why there was such a variance in these figures.

11. Neighbourhood Watch

  • This item to be placed on the next agenda

12. CALC Survey

  • This item to be placed on the next agenda

13. Selection of 3 Parish Councillor Representatives

  • Trevor proposed that Cllr Carolyn Cripps, Cllr Roger Bragg, and Cllr Gillian Winter remain as the PC representatives for the Threlkeld Village Hall Revitalisation Fund. This was seconded by Cllr Guy Duxbury

14. Cumbria in Bloom

  • Les reported back from the Cumbria in Bloom awards. Threlkeld won a Silver Gilt Medal Award for the Cumbria in Bloom Pride in your community 2011. Threlkeld also won an "It’s your Neighbourhood Award" of Level 5, Outstanding, from the Royal Horticultural Society. See attached copies of Certificates, and Judges Notes. Thanks to everyone who helped. Note for next year to speak to PCC about Cumbria in Bloom.

15. Rats

  • Discussed the problem of rats at Sunnybank. Clerk to inform the resident, as we have informed environmental health / pest control, there is nothing more that the PC can do on this matter.

16. Registration of Births Deaths & Marriages

  • Cllrs agreed that the new system seems to be better, as it allows registrations at any office, not necessarily the district that the event took place.

17. Traffic Issues

  • To take more photos, and chase Cumbria Highways for a response
  • Clerk to respond regarding the traffic problems around the school. Cumbria Highways correct people to deal with this. The PC has no powers, and the car park opposite the school is actually for local residents of Merle Bank, and for the teachers at the School, it is not a Public Car Park. PC appreciate concerns, but unfortunately unable to assist in this matter.

18. Finance

  • Audit – To increase Fidelity level on Insurance – Cllrs agreed that the level of fidelity should be set at Precept + £1000.00. Clerk to increase the cover on the insurance this year to £5,500.00. To get clarification from BDO and Barclays regarding the transactions and payments regarding the VH Revit. To place on next agenda.
