Parish Council Minutes - 31 July 2007

Minutes of the meeting held in the Public Room on Tuesday 31st July 2007.

Present: Carolyn Cripps chaired the meeting. Other members present were D.Angus, J. Fleet, L. Dalzell, T. Roberts and R. Bragg.

Apologies of absence: were received from T. Robson, T. Foster, G. Duxbury and R. Fisher.

Public Representations: None

Minutes of the previous meeting: these were signed.

Village Notice boards – Donald has made temporary repairs to the board, however a new one will be needed soon.

Joiners Shop – A query was raised about this building. It was agreed to write to Mr. Skelton asking him about his plans for the building.

Gate at Town Cross – CCC have responded saying that this gate is not their responsibility. They have suggested that it belongs to Eden Housing Association.

Kiln Howe Management Plan – The environment agency have sent a form, on which the Parish Council can ask for permission to recreate” a shallow pool” where the catch pit is. It was agreed that any bid for funding needs to be separate from the village hall bid. The Cumbria Waste Fund may be a funder for this type of project. Trevor Roberts will ask Shirley Muir for a rough estimate as to how much a management plan for the area would cost.

Land at Wescoe –The boundary of the common land marked here is unclear. It was agreed that as there have not been any complaints about this piece of land no further action will be taken.

Newsham –The farm and surrounding land is on the map as village green. The village green register cannot be changed under current legislation. However, there are some instances where the register is incorrect and this may be one of them. A letter will be sent to Mr. and Mrs. Ferguson asking them if they were aware of this.

Melbutts –Les Dalzell had spoken to Mr. Airey about this, and he will arrange to get the area tidied up.

Guardhouse –Cartmell Shepherd have been asked to send copies of the deeds for Tile Kiln Field .

Eden Play Partnership – The clerk met with a representative from EDC and completed the application form for funding, explaining the need for a new piece of apparatus in the play area for older children.

Cumbria In Bloom – Les Dalzell and John Pickering took the judges around the village and felt that their response was generally good. The village flowers looked great and a lot of people had made an effort to make Threlkeld look its best. Les Dalzell, John Fleet and John Pickering were all thanked for their time and effort towards this year’s Cumbria in Bloom.

Dickney – After some discussion it was agreed to check the agreement with the LDNPA and write to them asking if they can terminate the lease, allowing the Parish Council to take control of the maintenance of this area. An honesty box would be placed on the car park to cover the costs. Mr. Morrison has estimated a cost of £160 to cut the area four times. However, he would only take the job if the Parish Council would first erect a sign saying that vehicles are parked at the owner’s risk.

Appointment of Consultants for Threlkeld Survey - The sub committee reported to the Parish Council that 3 submissions had been received from different companies to carry out this survey of Threlkeld. Subject to written confirmation from the LDNPA the Parish Council agreed to appoint Len Cockcroft to undertake the work. He will be working with his partner Haydn Morris and the Parish Council endorsed these recommendations. Verbally, the LDNPA have agreed to pay the £14,922.50 upfront, the Parish Council will then reclaim the VAT element and repay that to the LDNPA.A formal letter will be sent to Mr. Cockcroft once the written confirmation of funding is received. Trevor Roberts was thanked for his hard work in securing this funding.

Public Room Update – The new constitution for the Public Room has now been finalized with help from VAC. Trevor Roberts explained that under the new constitution the “Village Hall Trust “will consist of 3 elected members (to be elected at the first annual meeting on October 17th), 3 people appointed by the Parish Council and 3 other people to be co-opted by the rest of the trustees. John Fleet proposed that the Parish Council adopt this new “Deed of Trust” this was seconded by Les Dalzell. Everyone was in agreement that the new constitution is more suitable than the old one. Trevor Roberts was thanked for his hard work in organizing this.

Street Light at Fellside - This light has not been working for months now, despite repeated calls to EDC. The light has no electricity supply at the moment and United Utilities have said that it will be fixed by the end of August. The street light outside no. 7 Town Cross and by Bridge House will also be reported as not working.

Finance: The audit has now been completed.

Parish Plan Leaflets – These are proving to be very popular. There is still £177.12 from parish plan grant money that can be spent on these. However extra funds will be needed to ensure that these can continue to be provided free of charge.

It was agreed to apply for £1500.00 from the “Community Initiative Fund.”

EDC – Code of Conduct Training – Training sessions are being held at Penrith Town Hall on Friday 7th September at 2pm. A reply will be sent explaining that no one can attend at this time of day.

Mr. Chapman – Had written about the ash tree on the corner by the entrance to the village hall car park.

Les Dalzell and John Fleet will remove this next time the garden skip is here. A reply will be sent to Mr. Chapman to this effect.

Judith Cooke – The new Eden Parish Councils Representative on the LDNPA had written introducing herself. A letter will be sent to her informing her of the dates of our meetings.

Rural Greens workshops for the autumn – Jo Chaffer had sent details of these. This information will be passed on to John Fleet.

EDC – Crime Statistics

EDC – Poster campaign targeting benefit fraud. These posters will be displayed.

CALC – The AGM will be held on 26th September at 7pm Town Hall, Penrith.
