Parish Council Minutes - October 2011

Minutes of the Threlkeld Parish Council Meeting held in the Village Hall on Tuesday 25th October at 7.30pm.

Present:  Carolyn Cripps chaired the meeting, with, Cllr Les Dalzell, Cllr Trevor Roberts,

Cllr Gillian Winter, Cllr Tim Foster, Cllr Lorraine Baxter& Cllr Roger Bragg. District Councillor David Huxley also attended. Stuart Creswell attended the meeting to discuss the agenda items relevant.

 

1.      Apologies

2.      Minutes

  • The minutes of the Council meeting held on 20 September 2011 were agreed, signed and initialled as a true record. 

3.      Declarations of Interest

  • None

4.      Members of Public to Speak if present

  • District Councillor David Huxley spoke about items which may affect the area, he pointed out that the local media are doing a good job of regularly publicising these items.  David also said that if there are any items of which he can help regarding EDC he will, we have just to contact him

5.      Kiln Howe – Big Lottery Grant

  • Conditional grant offer received, bank form signed, and the Clerk to take this to Barclays Bank to get signed and post to the Big Lottery.  We should know the outcome before the next meeting.  

6.      Kiln Howe Upkeep & Grass Cutting

  • No Response from Mark Hill regarding meeting with a Councillor, the Clerk to email again requesting this meeting. 

7.      Ground Rent

  • Tile Kiln Field – No tenancy received from PF & K.  Clerk to chase P F & K on this matter. – NB – Clerk received an email 26 October from P F & K, these tenancies have now been received by P F & K, and will be forwarded, along with the monies due.

8.     Toilets

  • Discussed the email from EDC which explained the discrepancies.  Clerk to contact EDC thanking them for the opportunity to help in this matter, suggest an honesty box in the public toilets as an income towards the running of the toilets, and that the PC are thankful of the continued support in running the toilets. 

9.     Neighbourhood Watch

  • Stuart Creswell joined the meeting for this item.  There was a questionnaire relating to this about 2 years ago which was distributed along with the Beneath Blencathra.  Stuart explained that to run the Neighbourhood Watch scheme there would need to be 3 or 4 volunteers needed.  It wasdecided that it would be beneficial for the village to become active in the Neighbourhood Watch Scheme again; it has many benefits to the village, including reduced house insurance.  If there are any villagers who would be willing to help with this they should contact Stuart Creswell.  Stuart to look for any information that he has on this, and the Clerk to research.  To place on next agenda.

10.     Lights in Threlkeld

  • Cllr Gillian Winter discussed the need to another street light at the crossing on the A66 at the Cricket Club.  Clerk to contact relevant department at EDC. 
  • Discussed the missing lights in the village, and the subsequent email received regarding this.  Clerk to follow up. 

11.     New Parish Vicar

  • The new Vicar is  Rev Peter Barnes, his wife is Denise, and daughter Susan are now in residence.  There will be a service on 3 November at 7.30pm for the Licensing of the Rector.  Councillors were invited to attend this service and to confirm attendance with Stuart Creswell.  The Clerk to write a letter introducing the Parish Council, contact details etc, and inviting him to attend a meeting if he wishes. 

12.     Grassgarth

  • The Parish Council have contacted Cumbria Highways regarding the water running on to the road at Grassgarth.  A site meeting was held between the Parish Council, Highways Authority and the landowners.  The Highways will be taking stapes to rectify these issues, hopefully before the weather worsens.   Cllr Carolyn Cripps to chase this item, as she was present at the meeting. 

13.     Remembrance Sunday

  • Discussed the Service at the Cenotaph on Sunday 13 November.  Parish Council agreed to pay £30 for the wreath, which includes a donation.

14.     LDNPA Land Allocations

  •   LDNPA are finalizing these at present,  it looks like the only site in Threlkeld, is a site for employment at the former mines. 
  • The Housing Needs Survey  was discussed, and it was decided that the Clerk to follow up. Item to be placed on the next agenda.

15.     Fairtrade

  • The Clerk has received an email from the Chairman of the Fairtrade Campaign for Keswick & District asking for a Cllr to act as a link person.  It was decided to reply asking them to direct any information relevant to Lizzie Phipson for the information to be placed in the Beneath Blencathra, along with a note that only relevant information would be published if there was space. 

16.     Christmas Lights

  • This was discussed and we will contact the PCC about placing a Christmas Tree at the Church, as previously done. 

17.     CALC Survey

  • This to be resent to all Councillors, and Cllr Tim Foster to look at and summarise for the next meeting. 

18.     Finance

  • Audit – Report received from BDO – matters which the BDO raised were discussed.  All Cllrs agreed with the report.  The majority of the matters raised have already been actioned for this year.  Asset register to be completed, along with a Parish Tour.  The Village Hall Revitalisation Fund issues were discussed, and Cllr Trevor Roberts, Cllr Carolyn Cripps and Cllr Gillian Winter declared a Personal interest in this matter.  It was decided that the best step forward in this matter is to transfer all monies held in the Parish Council Village Hall Revitalisation Fund Account be transferred in to the Village Hall Project Account, of which the Parish Council has no interest, which will resolve the complication with the Audit.  The Clerk to arrange for a letter to be sent to Barclays Bank arranging this.  The Clerk to also contact Steve Oldfield requesting written confirmation that the monies transferred  will be restricted to use for the Village Hall Revitalisation.  
  • The Draft / Actual Budget was discussed.  Clerk to distribute each month, along with agenda.

  • Cllr Trevor Roberts attended the LDNPA Partnership Parish Form meeting where he said that the following interesting topics were discussed:
    • Cumbria Tourism – Toilets
    • Tourist Information Centres
    • Adventure Capital UK
    • Transfer of Nuclear Waste Disposal on A66
