Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 18 September 2018 at 7.30pm

2017 / 348 – Apologies

2017 / 349  Minutes

• The signing of the minutes of the Council meeting held on 21 August 2018 (Circulated prior to meeting) were authorised for signing.

2017 / 350 - Declarations of Interest

2017 / 351 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

2017 / 352 - Democratic Half Hour / Public Question Time

2017 / 354 - Eden District Council & Cumbria County Council Representation

• Cllr Richard Sealby advised that the EDC meeting was on 6 September, with the Resources plan to 2022, Annual Audit, Heart of Cumbria, the Penrith Strategic Master Plan and A66 safety concerns being discussed.  

2017 / 355 - War Memorial

• The 100-year end of the First World War in November was discussed, and it was agreed (includes an update from the clerk) For the Clerk to contact:
• Update regarding refurbishment – contractor and metal worker are in contact and arranging the necessary repairs.  
• Youth Club – Youth Club discussing at the September AGM
• School – Headteacher away, not able to support
• Brownies/Rainbows – No response
• Knitters – Clerk to contact
• Chair & Clerk to look and see if a “special” wreath could be organised

2017 / 356 - Melbutts Conifers

• It was agreed for Cllr David Arkley to speak to the tenant.
• Note from Clerk – TPC cannot fund the removal of the trees, we can pursue Home Housing and CCC Highways and support the removal, we do not have a power or duty to cover this.  

2017 / 357 – Play Area

• It was agreed for the clerk to look at replacing the bench at the same time as replacing the bench on Dickney.

2017 / 358 - Certificate in Local Council administration (CiLCA) 

• It was agreed, as in the Clerk’s contract of employment increase her salary one to four increments upon completion of the CiLCA qualification.  It was agreed to increase the salary scale to 24.  

2017 / 359 - Finance

• 359.1 - The signing of the Bank Reconciliation for September 2018 was deferred to the next meeting, however details of which are below:
