Parish Council Minutes - 25th September 2007

Present Guy Duxbury chaired the meeting. Other members present were D.Angus, J. Fleet, L. Dalzell, T. Roberts, R. Bragg, T. Foster and T. Robson. P.C. Holiday also attended the first part of the meeting. Roy Fisher and Mr. and Mrs. Smith from Wescoe were also present.

Apologies of absence: were received from Carolyn Cripps.

Declarations of interest: None.

Minutes of the previous meeting: these were signed.

Village Notice boards – it was agreed to get a new board in the spring.

Joiners Shop – no reply received.

Gate at Town Cross – Eden Housing Association has accepted responsibility for this gate and will sort out the necessary repairs. Another letter will be sent to remind them.

Kiln Howe Management Plan –Donald Angus met Shirley Muir at Kiln Howe and she has given an idea of costs to produce a management plan. Trevor Roberts is looking into applying for funding to cover this. The environment agency have requested a “method statement” before they will consider approving the removal of gravel from the catch pit. This will be sent.

Public Representations:

P.C. Holiday - came to the meeting and explained that there have been some incidents of thefts from cars at Mousethwaite Coombe. Also, a dog was caught at the Blencathra Centre that had been used for badger baiting. People are urged to report any unusual or suspicious vehicles in this area. The wildlife crime unit deal with crimes like this and any information given is followed up. P.C. Holiday was thanked for attending the meeting.

Proposed Wind Farm at Greystoke – Roy Fisher spoke to the meeting about this proposal which is for 9 large wind turbines on Berrier Hill. These will be visually intrusive from quite a few areas in Threlkeld parish. After some discussion it was agreed to write to EDC objecting to the wind farm, stressing that the Parish Council are in favour of sustainable technology and would normally support it, but that this is inappropriately sited and would have a detrimental effect on this parish.

Threlkeld Survey – Len Cockcroft is beginning this work with a questionnaire. He will come to a parish council meeting when he has had some information back to discuss.

Code Of Conduct – It was resolved to adopt the new Model Code of Conduct including paragraph 12 (2). The Parish Council’s standing orders will be checked to ensure that there is already provision for members of the public to address the council. A notice will be put in the newspapers with CALC. All parish councillors will complete new “register of interests” forms.

Garages – Waiting List – There have been two new requests to be added to the list. It was agreed that residents of Threlkeld quarry were not in this parish and should not be included on the waiting list; which is –

It was also agreed to write to Mr. and Mrs. Parums asking them to mend the big garage at the back of Bridge House as it is becoming a hazard.

Public Room Update – The Green Design Partnership, Cockermouth, have been appointed to do the feasibility study. They will work on two or three design ideas, which will be presented to a meeting of the action group and parish council on December 5th .The selected option will then be worked up and presented to a public meeting after Christmas. The fund raising for the revitalization project is going very well, with various events being planned, including a pudding festival, T shirt designing competition and pancake race.

Trevor Roberts nominated Roger Bragg, Carolyn Cripps and Dianne Robson to be the three members of the “Village Hall Trust “appointed by the Parish Council, this was seconded by Les Dalzell and unanimously agreed. The Annual meeting of the public room will be on October 17th, when the other trustees will be elected.

Dickney – The agreement with the LDNPA has now expired. The clerk has checked with Mr. Curry, the property manager, and he has agreed that the Parish Council can now take over the car park. It was agreed to accept Mr. Morrison’s estimate of £160 to cut the area four times a year. A letter will be sent to him asking if he might be able to fit in one cut this year. A sign will be needed stating that “vehicles are parked at the owners risk”, there was also a suggestion that a temporary “Grass Cutting In Progress” sign could be useful. Mr. Slater will be asked if he could make another honesty box.

Planning Applications – Installation of antenna dish on existing transmission station at High Row, Threlkeld- no objections

Correspondence:

Sally Ann Gilchrist – The parish council were happy to agree to a request from local residents for them to place a bench in memory of Sally Ann Gilchrist beside the beck at Kiln Howe.

Cumbria In Bloom – Threlkeld won a silver gilt medal. A summary of the judge’s comments will be put in the newsletter. Thanks especially to Les Dalzell and John Fleet for their hard work in making the village look its best.

Eden Play Partnership –Threlkeld is not going to receive funding from this scheme, but will be put on the first reserve list.

Street Light at Fellside - This light has not been working for months now, despite repeated calls to EDC. The poll has now been removed. A complaint will be made about this situation.

Judith Cooke – The new Eden Parish Councils Representative on the LDNPA has suggested that she could attend the October meeting. The clerk will confirm this.

Parish Clerk – The clerk handed in her resignation. She will continue in the position until the end of December, to give time to pass everything on to a new clerk. The job will be advertised in Beneath Blencathra.

Cumbria Waste Management Environment Trust – An application for additional funding for the feasibility study was refused, however, they have said that an application towards the cost of the building work would be considered. This will be kept on file.

Cumbria Rural Infrastructure Support Programme – information on these grants. This will be kept on file.

EDC – Eden Local Development Framework Housing Development Plan Document

Cumbria Police Authority – Annual Report and information on independent custody visiting scheme.

EDC – Cumbrian Gypsy and Traveller Accommodation Assessment – It was agreed that this is not an issue which effects Threlkeld.

EDC Review of polling districts –The list of properties was read, and no additions or amendments were needed.

Eden LSP – A meeting was held on 10th September. Tim Foster attended as a facilitator.

Public Room - update

Dickney

The Bonfire – Alistair Birkett has offered the field behind the public room for the bonfire this year. Trevor Robson will consult with the neighbours before deciding on the venue.

Barrier by cycle path – Another lorry went across the path and into the hedge. Photos will be sent to Amey and Sustrans.

Recycling Bins – The paper bin is blowing open, and the paper gets blown everywhere.

There being no further business the meeting was declared closed at 9.40pm.
