Present Guy Duxbury chaired the meeting. Other
members present were D. Angus, L. Dalzell, R. Bragg, T. Foster and Bert Richardson
Apologies of absence: were received from Carolyn
Cripps, J. Fleet, T. Roberts, T. Robson and R. Fisher
Declarations of interest: None
Minutes of the previous meeting: these were signed
Joiners Shop – A land registry search
would be done to clarify the legal owners and a letter would be sent to them.
Red Squirrel signs – Tim Foster had a traffic
warning style sign that he could donate. There would be a planning fee of £265
to erect it once a suitable location was decided upon.
Footpath from Gategill to Scales – no news.
Recycling Bins – One of the cardboard/paper
bins had blown open during the strong winds causing papers to be blown through
the village. This was an ongoing problem, particularly as the bins quickly became
full. Deborah Garnet would be contacted at EDC to see what could be done to
resolve this problem.
Safety Barrier A66 –
A letter had been sent to Amey Mouchel expressing the Parish Council’s
disappointment and concern that it would necessitate an accident/s to happen
before any action would be taken. They had replied saying that they would monitor
the situation but were unable to take further action. The Parish Council would
keep pressing them with the seriousness of this issue. The Highways Agency would
also be contacted to get an update and clarify what was happening with the construction
of both the pedestrian island and right turn lane at the Castlerigg junction.
Street Light at Fellside – no further news.
Cars Parked Outside Melbutts – The situation
had continued to worsen with visitors now adding to the problem by parking on
the verges. The bus service had also complained. A note would be put in the
Beneath Blencathra newsletter once again urging residents to park at the rear
of Melbutts. PC Holliday had suggested a letter drop and contacting Highways
to let them know the problem had not gone away.
Public Representations:
Roy Fisher had wanted thanks to be passed on to both Donald and Les for meeting
with Kevin Douglass, when he visited Threlkeld on 11 February. Kevin had been
extremely impressed with the depth of their knowledge and their passion for
the village and countryside life.
New Houses at Town Cross – Roy Coleman
was tidying up the site. He could not confirm if he would be finishing off the
houses. An email had been sent to Paul Foote, Director of Corporate and Legal
Services at Eden District Council but no reply received.
Alison Critchlow – A “thank you”
card had been received from Alison expressing her appreciation of the “dinner
for two” gift that she and Jon had enjoyed at the Lyzzick Hall Hotel,
Keswick.
New Notice Board at Fell Side – This would
be taken down and repaired at a cost of £50.
Threlkeld Survey – The Parish Council had
been invited to attend a meeting on 19 March at 7.30pm to discuss the Len Cockcroft
interim report.
Gategill Beck gravel problem – It appeared
that some work had been done recently to clear the gravel but unclear if the
Highways had done this. The local landowners would be approached to see if they
would be prepared to help in keeping the ditches clear etc as this was an ongoing
problem.
Distributing Planning Applications – The
emailing of planning applications to the Parish Councilors for comment, especially
where the deadline was tight, had proved a good method. Responses could then
be compiled and sent back without delay. A hard copy would also be available
if required and brought along to the monthly Parish Council meeting for group
comment, if time allowed.
Kiln Howe – A quote of £200 had
been obtained to remove gravel from the catch pit. It was necessary to check
the method statement before any action was taken.
Meeting of Lake District Parishes – Monday
28 April 2008 at 7pm in the Skiddaw Hotel, Keswick. The Director of the Lake
District World Heritage Site project had been invited to attend. Donald had
made a note of this.
Nominate your local hero – Anyone could
nominate someone for an honour. A note would be put in Beneath Blencathra newsletter
with the details, should anyone be interested.
Public Room Update – The public meeting
had backed the proposed scheme by a clear majority on a vote. The main issue
was whether the proposal was over-ambitious and a number of specific points
of detail had been raised. David McClean MP had given his full support and had
offered a bottle of House of Commons Whisky for the promises auction. Details
had been submitted to the Planning Authority for informal comment and a bid
had been made to Cumbria County Council Neighbourhood Forum. If successful this
would cover the costs of the next phase of development. Local fundraising was
going ahead apace.
