Parish Council Minutes - November 2011

Minutes of the Threlkeld Parish Council Meeting held in the Village Hall on Tuesday 29th November at 7.30pm.

Present:  Cllr Carolyn Cripps chaired the meeting, with, Cllr Les Dalzell, Cllr Tim Foster, Cllr Donald Angus, Cllr Lorraine Baxter& Cllr Roger Bragg.  Judith Cooke also attended the meeting.

  1. Apologies
    • Cllr Trevor Roberts, Cllr Gillian Winter & Cllr Guy Duxbury.  David Huxley also sent his apologies for the meeting. 
  2. Minutes
    • The minutes of the Council meeting held on 25 October 2011 were agreed, signed and initialled as a true record. 
  3. Declarations of Interest
    • None
  4. Members of Public to Speak if present
    • No Members of the Public present.
  5. Judith Cooke
    • Judith Cooke attended the meeting as a representative of the Lake District National Park and discussed the recent issue of the Land Allocations.
  6. Kiln Howe – Big Lottery Grant
    • The Parish Council have received the Big Lottery Grant, and have asked Wilsons to carry out the works, this should be completed when the weather allows.
  7. Kiln Howe Upkeep & Grass Cutting
    • It was decided to ask for a quote for next year’s work as the Parish Council are pleased with the standard of works.
    • The Theatre needs cut, Clerk to write to the School to see if this is something that they could incorporate into their maintenance costs, as the Theatre was for use by the School Children.   The Theatre also needs to be filled in with bark again. 
    • Catch Pit – To put on the Agenda for February. 
  8. Ground Rent
    • Tile Kiln Field – Tenancy received from P F & K, signed and returned.  Email received from P F & K saying cheque had been cashed, and that there was one in the post to us for the rent.  Cheque to be sent to St Marys PCC upon receipt of this cheque.
    • To put in the Diary for March next year.
  9. Neighbourhood Watch
    • The Parish Council discussed the benefits of the Neighbourhood Watch, and we are still looking for volunteers for this.  If Threlkeld is a member of the Neighbourhood Watch you can get discount on your house insurance, so this is beneficial to all!!  If anybody wishes to volunteer, or find out any more information please contact Stuart Creswell. 
    • Clerk to contact PC Harrison about it, and see if we can get new signs for the village.

  11. Grassgarth
    • The Chair to follow this up. 
  12. Threlkeld Common
    • Discussed the email received about motorbike riding at Threlkeld Common, s, and decided that the correct actions have been taken, that the residents concerned should report it to the Police. 
  13. Managing Radioactive Waste Safely Conference
    • Radioactive Waste travelling on the A66, at Threlkeld, was discussed, and it was decided to research the other conferences available to attend on this matter.  The Clerk to look at the alternative dates and send information on to the Councillors. 
  14. Threlkeld School Shed
    • It was decided to reply to the School, with the following comments:
      • That the School would have no ownership of the land where the shed is situated.
      • The School would have to make sure that there was adequate security on the shed.
      • The Shed and contents would have to be insured by the Schools insurance policy, and would not be covered by the Parish Council’s insurance policy. 
      • The School would have to inform residents prior to the shed being sited, and check that there were no objections. 
      • That the siting of the shed on Parish Council Land, would be at no cost to the Parish Council, any costs incurred would be payable by the School 
  15. Footpath at Blencathra Business Centre
    • It was decided that as the footpath is not in Threlkeld Parish, there is little that we can do.  To note this though for if planning applications come in the future, to take this in to consideration when responding to the planning application.
  16. Review of Polling Districts & Polling Places
    • The Clerk to respond stating that Threlkeld Parish Council are happy with the current situation regarding the Village Hall being used as the Polling Station. 
  17. Friends of the Lake District
    • The Clerk to respond stating that Threlkeld Parish Council are happy to promote events within the Parish Boundary, although as an apolitical body.
  18. Threlkeld Housing Survey Needs
    • Discussed the email received about this.  The finalised results of the survey should be with us soon, and will place this on the agenda once they are received. 
  19. Broadband in Threlkeld
    • The email from Cllr Trevor Roberts was discussed, and it was decided to place this in the Beneath Blencathra for a response.
  20. Mobile Coverage
    • The email from Rory Stewart was discussed, and as Threlkeld has a mobile signal, it was decided that this was not something that the village is able to participate in. 
  21. Report of Eden Parish . District Liaison Group – 16 November2011
    • Cllr Trevor Roberts email was read out and the contents discussed. 
  22. Remembrance Sunday
  23. The Remembrance Service at the War Memorial was taken by Reverend Peter Barnes.  John Hume read the Eulogy and Carolyn Cripps read the names and laid the wreath.  The Parish Council wish to thank John Pickering for maintaining the War Memorial.
  24. CALC Survey
    • Cllr Tim Foster to look at and summarise for the next meeting. 
  25. Finance
    • Audit – Clerk reported that a letter had been sent to Barclays Bank requesting the closure of the account which the Revisualisation monies are in, the balance to be transferred to the Village Hall Project Account, as per the letter from Steve Oldfield.
    • The Draft / Actual Budget was discussed.  Clerk to send a draft budget for next year to all Councillors, to enable the Parish Precept needed to be calculated and the form returned to EDC.

      • EDC – Provision of Public Toilets – letter thanking response.
      • Cumbria County Council – Integrates Transport Team – Tenders
      • Natural England – Lakes to Dales Landscape Designation Project
      • Cumbria County Council – Cumbria Rider Winter 2011/2012
      • Cumbria Community Foundation – Clerk to arrange for the leaflets enclosed with this letter to be placed in the Post Office
      • Local Government Boundary Commission – Electoral Review of Cumbria – This was discussed.
      • CALC  - Annual Report
      • Fire Bridges Union – Proposed Termination of the Cumbria Control Function
  3. Reps. Reports
    • The Clerk read the notes from Cllr Guy Duxbury regarding the meeting he had attended, which related to the Community Grants.  The Council agreed to Support Cllr Trevor Roberts with the Community Grant which he would be applying for. 
    • Beneath Blencathra – Cllr Tim Foster discussed the pricing for adverts in Beneath Blencathra, it was agreed to increase the charges with immediate effect, to cover the cost of printing. 
    • Dog Fouling – Kiln Howe & Station Road – this problem seems to have increased, Clerk to place this in the Beneath Blencathra.
